High-volume outbound floors sit under a stack of overlapping rules — the federal TCPA, state-level mini-TCPAs in places like Florida, Oklahoma, and Washington, and the National Do Not Call Registry — all layered on top of whatever consent and scrubbing process your own compliance team runs.
